DCBA Upcoming Events DCBA 将举办的活动 DCBA Presents 2011 US-China Business Networking (UCBN)
Despite the global economic slowdown, it is believed that the Chinese economy will continue its robust growth and it will soon be the largest automobile market in the world. Meanwhile more and more Chinese Companies are also looking into the possibility of buying American assets. This effort manifests itself in the Chinese government policies to encourage the oversea investments as well as ever increasing Chinese acquisition cases – a new scenario of US-China businesses exchange is emerging.
DCBA is expecting to see more Chinese companies invest and/or expand their current operations in Michigan. DCBA would also like to invite the local companies, government agencies, and other organizations of Michigan, Ohio, and Windsor to showcase their technological strengths and superb services to incoming Chinese businesses. Global Detroit Night
Detroit is excited to welcome top automotive companies from around the world to bring their most advanced products and technology here. The 2011 Detroit International Advanced Manufacturing Technology Show (DIAMTS) opens from Oct 3 to 8, 2011 which will bring the people together to share information, technology and business opportunities.
Detroit Chinese Business Association (DCBA) teams up with DIAMTS to host Global Detroit Night at Cobo Center on 10/4/2011. This is going to be a great opportunity for local companies to meet international business leaders. Detroit Chinese Business Association Invited Local Chinese Companies to Have Lunch with Governor Snyder
Governor Snyder shook hands and chatted with everyone at lunch and gave official announcement of his upcoming visit to China. Governor Snyder delivered a brief introduction about his trip and his plan to attract investments and businesses to Michigan and to keep highly skilled people in Michigan. He wants Michigan to be the 1st choice of Chinese investors, students and tourists who are interested in US. He also answered the questions from attendees.
DCBA president, Joe Miao, expressed our appreciation to all the supports from our sponsors and members, especially for this event sponsor Miller Canfield and Butzel Long.

Is There Tax on The Cloud?
Cloud computing (also called "software as a service") takes place on virtual servers over the Internet. Cloud computing has gained increasing credibility as an efficient and viable means of doing business. Certain legal issues are implicated by cloud computing.
One of the unresolved legal issues is whether cloud services are subject to tax. A handful of states, including Michigan, are grappling with whether tax can be levied on cloud computing transactions. Depending on the type of tax being contemplated, factors to be considered in determining taxability include whether a license of software is granted by the agreement, the location, or nexus, of the server and whether the service or software is being delivered to individuals or businesses resident in a state.

Protecting Your Presence Online: Defensive Registration of Domain Names in Advance of the .xxx Domain Launch
Earlier this year the Internet Corporation for Assigned Names and Numbers (ICANN) approved the launch of a new top level domain (TLD), the .xxx domain. The creation of the .xxx domain will essentially add new virtual real estate to the universe of available website addresses. Whenever such an addition occurs both trademark owners and/or current domain name holders should take note. Due to the particular nature of the .xxx TLD, however, such entities should be particularly aware of the need to protect their company’s brand and advertising image.

Policy and Business News of China 中国政策及新闻 Subsidies for Energy-saving Automobiles May Affect 80% of Vehicles on Market
Gasgoo.com (Shanghai September 20) - The drastic readjustment in subsidy policies for energy-saving vehicles, on the heels of the phasing out of subsidies for preferential purchase and vehicle replacements, will see a majority of small vehicles losing eligibility for purchase subsidies. According to the Shanghai Morning Post, nearly 80 percent of vehicles from manufacturers including Geely, Chery and BYD will lose their bonuses.
In response to the news, automobile shares on the Shenzhen Stock Exchange and Shanghai Stock Exchange fell dramatically. BYD's value fell 5.48 percent at its highest while Foton's fall peaked at 3.79 percent.
According to a joint announcement made earlier this week by the Ministry of Finance, National Development and Reform Commission and Ministry of Industry and Information Technology, the readjustment of subsidies for energy-saving policies will come into effect on October 1. The alterations to the law will distinguish different types of fuel efficiency for seven different types of vehicles. The lightest type, coupes under 750 kg with a manual transmission, will need to have a fuel economy of 4.8 L per 100 km driven to be eligible for the subsidy. Meanwhile, coupes over 1,320 kg need to have a fuel economy of 6.7 L per 100 km.
The new legislation will affect most models on the market today. Additionally, according to an unnamed source from the China Passenger Car Association, there may only be around 50 upcoming vehicles that will be eligible for the subsidy.
