TD F 90-22.1, Report of Foreign Bank Accounts - Reporting Requirements & Penalties

Over the last year, the IRS has increased enforcement efforts related to international information reporting. U.S. persons (including individuals and entities) are required to report a financial interest in, or signature authority over, a foreign bank account. This includes all financial accounts that a U.S. person has signature authority over even if they have no financial interest in the account.

The information report that is required to be filed is Form TD F 90-22.1, Report of Foreign Bank Accounts, commonly referred to as the FBAR report. This form is due annually on June 30th. There are no extensions of time available.

4. Construction progress of the 4 trillion yuan central investment projects

As of the end of April this year, the progress of Central Government investment projects are as follows, for the fourth quarter of 2008 added 100 billion yuan and 2009 added 130 billion yuan:

(A) Low-cost housing construction

  • Basically built 214,000 low-rent housing units,
  • Started 650,000 units construction,
  • Speed up the implementation of coal transformation shantytowns 100,000 houses, coal mining subsidence 129,000 houses governance and the transformation of state-owned forest squatters 157,000,
  • Start the construction squatter settlements around the state Reclamation 8500, 18,000 nomads to settle in room sets.

(B) Rural livelihood projects and rural infrastructure

  • Resolve the safety of drinking water problem of 14.6 million rural population,
  • Start the construction of rural household biogas for 1.6 million households,
  • Build rural roads of about 20,000 kilometers, at all levels of rural power substation 254, line more than 40,000 km.
  • Accelerate the construction of South-North Water Diversion Project, basically completed nearly 450 major water conservancy projects, 290 large and medium-sized dangerous reservoir reinforcement projects, 193 large-scale irrigation areas and supporting the transformation of water-saving projects, built more than 260 million mu of grain standards.
  • Completed 5000 animal epidemic prevention system projects, purchased 13427 set agricultural products (16.85,-0.05,-0.30%) quality testing equipment, purchased 280,000 units food quality and safety inspection testing equipment, purchased 273 sets of grain drying equipment, added oil fuel Stores (tank) capacity of about 350,000 tons, built 172 projects for work and poverty alleviation, and improved 700 rural postal delivery business network.

(C) The construction of major infrastructure
Speeded up the construction of major railways projects such as Harbin-Dalian, Wuhan-Guangzhou, South Canton, Canton-Guizhou. Completed the construction of 445 kilometers highway, and built 100,000 square meters civil aviation terminal. Speeded up the transformation of the city grid.

(D) Health care, education, culture and other social undertakings
Completed about 6500 primary health care and health services projects, 1140 grass-roots family planning services, and 6 Chinese medicine hospitals. Transformed rural junior high school with an area of about 1,500,000 square meters, completed secondary vocational schools of about 900,000 square meters, built 1246 integrated township cultural stations.

(E) The ecological environment
Accelerated the construction of about 2900 hectares afforestation, newly added sewage treatment capacity of about 2.83 million tons / day, garbage handling capacity of 3155 tons / day, pipe network 2548 kilometers, new COD reduction of about 65,000 tons, chromium residue handling capability of about 320,000 tons. Added capabilities to save 6.16 million tons of standard coal, 120 million tons of water, and recycle 2.7 million tons of waste.

(F) Independent innovation and structural adjustment
Last year, the central government invested 176 high-tech industrialization projects and 146 industrial projects have been accelerated and entered the main part of the project construction and installation phase of equipment procurement.

This year, 222 electronic and information industry investment in the revitalization and transformation projects have been issued.

China's Auto Simulus Plan - An advocacy of eliminating light truck exchange policy

5月15日,伴随着70多家汽车下乡生产企业在北京签订了《汽车下乡生产企业销售服务承诺书》,以及活动主办方中国汽车流通协会向全行业发出了“关于做好汽车下乡工作的倡议书”, 备受业内关注的“汽车下乡”活动正式进入落实和执行阶段。值得注意的是,3月份开始实施、旨在刺激微面与轻卡销量的“汽车下乡”政策,让两类车型销售冰火两重天的现象进一步加剧。在签字仪式上,取消轻卡换购、直接补贴到农民,成为轻卡生产企业普遍的呼声。

谈到汽车下乡政策出台之后对销量的促进作用,沈阳金杯总经理助理郭乃龙直言不讳地告诉记者,“对销量的贡献度是零,政策对我们来说没有意义。我们的建议非常明确,取消轻卡换购,直接补贴到生产企业,这样对农民最为方便。”南京依维柯在做轻卡下乡的调研中发现,除了换购导致补贴手续复杂之外,江苏、浙江等部分富裕农村地区没有报废车辆、补贴力度过小等问题也很突出。“对于我们轻卡企业来说,最关键的问题就是取消换购。”南京依维柯副总经理周铿表示。业内人士告诉记者,汽车下乡关于轻卡换购的初衷是好的,推动农用车升级换代,淘汰落后产能,提高车辆的安全性、环保型和舒适性,只是实施之后事与愿违,不仅没有达到大面积淘汰扩后车型的目的,而且还没能实现对轻卡销量的刺激,因此需要改变,而且越快越好。

更有企业代表向记者透露,取消轻卡换购、与微面一样直接补贴给农民是大势所趋。而且作为对“汽车下乡”政策的补充和调整,取消轻卡换购已经被有关部门提到议事日程,正式出台指日可待。

轻卡企业呼声渐起。轻卡、微面在汽车下乡过程中,冰火两重天的局面进一步加剧。来自中国汽车工业协会统计数字显示,3月份汽车下乡政策实施以来,当月全国轻卡销量为16.28万辆,同比下降0.7%,而微面同比增幅高达39.5%,达到16.59万辆。请按此处继续阅读。

Will Americans pay U.S. price for U.S. goods?
美国人是否会以美国价格购买美国商品?

Editor's note: Mr. Tom Watkins ( tdwatkins@aol.com) has a life long interest in China and has traveled extensively in China on a number of occassions since his first trip in 1989. He is a great friend of DCBA, the State of Michigan and building economic and educational bridges with China and the US. He was the first non-Chinese American to be given an honorary board seat with the Chinese Association of Greater Detroit, served as the China-- business and educational consultant for the CBS Emmy Award winning documentary--- "Building Bridges-- From the Great Lakes to the Great Wall (www.wwjtv.com). Oakland County Executive credits Watkins for the idea to offer Mandarin Chinese in Oakland County Schools as a way to help prepare students for the global society and to make Oakland County and all of SE Michigan and economic magnet in the future.

Watkins holds academic and business appointments in China and has a grasps on the history, culture and ways of China like few others in the West. He has written many interesting articles and blogs on China and is frequently quoted in the electronic and print media on all things China. The article below was written by Tom Watkins approximately two years ago--- perhaps it is about to become reality? The article lay out a number of interesting benefits of a China/domestic car company alliance.

Can we continue to think we can demand the "American wage" and expect to pay the "Chinese price"? If we want to buy goods cheaply, they cannot and will not be manufactured in a high-cost state or country.

Thinking about the American wage and China price situation echoed through my mind as I shopped at Meijers recently when trying on a pair of brand-name jeans that cost nearly identical to what my mother paid 45 years ago. My guess is the jeans of my youth were woven at a mill in the Northeast or South. Today, they are produced in China or some other low-cost country. Hence, the low-low price.

The American wage-Chinese price manta continued to pulse in my mind as I went to Best Buy and looked around. There were televisions that cost less than the first set I purchased in the 1970s. China price, I thought.

Could those who have lost jobs and blame globalization and free and unfair trade hear my thoughts? Then I cringed as I saw a guy with the union jacket and "Made in America" baseball cap walking down the same aisle as me. He brushed past me, putting a super-sized flat screen TV in his basket, chuckling and saying, "These things are so damn cheap, it is almost like they are giving 'em away!"

As he hurried home to hook up the big screen in time for the NCAA Final Four, the "Made in China" stamp was boldly displayed on the box.

Americans have benefited from the lower cost of consumer goods and low interest rates because much of the stuff we buy comes from China and because the Chinese have underwritten $1 trillion of the U.S. debt. These facts are of little comfort to a person out of work, losing a home, family and hope.

Are we willing to bring the manufacturing of electronics, toys and clothes back to the United States and pay two, three or four times the price -- so American workers can enjoy an "American wage"? And will we pay the American price?

Twenty-seven years ago, Vincent Chin was beaten to death in Detroit by two laid-off auto workers wielding a baseball bat, mistakenly blaming a Chinese-American for the loss of their jobs. The bat killed Vincent Chin but it was a societal attitude and xenophobia that, allowed to fester, enabled hatred to breed and the ignorant to do something stupid and deadly.

With unemployment rapidly rising and people casting about for someone to blame, we need leaders from every walk of life to help eradicate the xenophobia and scapegoating that often rears its ugly head as employment plunges.

Today we are living through an unprecedented global, transformational economic shift that defies predictability. We need to enter into a new covenant with the American worker -- to provide the 21st-century equivalent to Henry Ford's $5 workday.

Clearly, families are hurting across America. But the Chinese did not create America's economic problems. Blaming them will not pay the mortgage, put food on the table or pay the college tuition tab.

We should hold our elected leaders, Wall Street and the captains of industry, along with ourselves, accountable for allowing the American Dream to be sold out to the lowest price.

How do we, or do we, continue expect the American wage, while we pay the China price?

Until we have an answer, it is costing the people of America greatly.


Chinese large commercial aircraft will début in 2014 and provide chances for manufacturers across the world

March 06 2009, Wu, Guanghui, vice president of and chief designer Commercial Aircraft Co. of China Ltd. (COMAC), announced that the viability plan of large commercial airplane was just accomplished. He added that China will own the intelligence priority completely. The components are going to be purchased globally while the aircraft will be designed, integrated and assembled in China.

He revealed that some components and materials of the aircraft, including engine, will be purchased globally. The corporation between foreign manufactures and domestic companies is highly encouraged. He expected the commercial production will take place within 8-10 years.

Significantly, China boasts of about 1100 jetlines in its commercial fleets. It is projected that another 1600 aircrafts will be needed between now and 2020, valued at up to $180 billion.

By the end of next year passengers it will be able to get Chinese self-developed China's 90 regional aircraft ARJ21, Mr. WU Guang-hui said with confidence, "go get the feeling and almost feel the same as large planes, spacious comfort, low fuel consumption."

Currently ARJ21 Receiving Order at home and abroad reached 208 subscribers, including 78 domestic airlines. WU Guang-hui said, ARJ21 the prices are around 28 million U.S. dollars each, which is lower than abroad for the same type of plane, "the price of foreign plane is general about 45 million."

COMAC was established in May 2008. Ths Chinese government-owned corporation specifically try to design and produce the large commercial airplanes, which are dominated by Boeing and Airbus in the world.

China's light industry restructuring and plan of revitalization details released

Light industry bears the important responsibilities of prospering the market, increasing exports, expanding employment and servicing the "three rural”. It is an important industry for the national economy which plays an important role in economic and social development. To cope with the international financial crisis, ensure the stable development of light industry, speed up structural adjustment, promote industrial upgrading, this plan was especially prepared as a comprehensive response. Planning period is 2009-2011.

First, light industry and the situation confronting the status quo

Since entering the 21st century, China's light industry has seen fast development with firm size and strength improved, industrial competitiveness continued to enhance, and significant effects on attracting employment and providing benefits to farmers. In 2008, China's light industry added value of 2.6235 trillion yuan, accounting for 8.7% of the gross domestic product, household appliances, leather, plastics, food, furniture, metal products and other industries more than 100 kinds of products ranked first in the world; 309.2 billion U.S. dollars of total exports , accounting for 21.7% of the total exports, exports of more than 200 countries and regions, home appliances, leather, furniture, down products, bicycles and other products have over 50% international market share. Industry-wide employment has absorbed 35 million people. 70% of light industry, 50% of the value involved agricultural and sideline products processing, which benefited more than 200 million farmers directly. This played an irreplaceable role in the settlement of "Three Rural Issues". Pulp and paper, household appliances, plastic products, leather and other industries have formed strong integrated innovation and certain capacity of independent innovation through the introduction of digestion and absorption of foreign technology and key equipment. China's has become a light industrial production and consumption powerhouse.

However, in the rapid development of light industry, long-term accumulated contradictions and problems have gradually emerged. First issue is a lack of strong independent innovation. Export products are mainly low value-added, the key technology and equipment rely largely on imports. Second issue is the need to adjust the industrial structure. Production capacity is mainly distributed in coastal areas, but the central and western regions lag behind. Export markets are mainly in Europe, the United States, and Japan, which has not yet formed a diversified structure. There are a lot of Low-level redundant construction and blind expansion. Third issue is energy-saving and emission reduction task is arduous. Chemical oxygen demand (COD) emissions from industrial emissions accounting for 50% of the nation's total while industrial wastewater discharge accounts for 28% of nation's total. The fourth issue is product quality problems. The product quality guarantee system is incomplete; enterprises do not have a strong sense of quality and safety, food safety incidents occur from time to time.
