Luncheon Reception in honor of Mr. Donald Tong, the Commissioner of HongKong Economic and Trade Office in New York

Detroit Chinese Business Association (DCBA) is hosting a Luncheon Reception in honor of Mr. Donald Tong, the Commissioner of Hong Kong Economic and Trade Office in New York at Andiamo Restaurant in Bloomfield Township (6676 Telegraph Rd, Bloomfield Hills, MI 48301) on October 15, 2009.

The Hong Kong Economic and Trade Office in New York - is the official representative of the Government of the Hong Kong Special Administrative Region. Mr. Tong is the most senior Hong Kong government official in the US and he is tasked to promote and strengthen the economic, cultural and education ties between the US and Hong Kong. This will be the Commissioner's first official visit to Michigan.

Mr. Tong would give a talk about the policy initiatives in promoting green economy in Hong Kong, especially on promoting electric vehicles and energy-efficient buildings. Also, with life sciences, alternative energy and automotive R&D being the up-and-coming sectors in the US, Mr. Tong would like to explore collaborative opportunities between Hong Kong and Michigan.

You may wish to note that the Hong Kong Government, the Shenzhen Municipal Government and DuPont have started working together to set up DuPont's Solar Energy Thin Film Photovoltaic Research and Industrial Platform in the Hong Kong Science Park and its manufacturing facilities in Shenzhen. This is the first major technology project under the framework of the "Shenzhen-Hong Kong Innovation Circle". This model might interest many companies in Michigan.

Hong Kong Commissioner for Economic and Trade Affairs, USA, of the Hong Kong Special Administrative Region Government

Mr. Donald Tong Chi-keung (唐智強) was born in Hong Kong. He graduated from the Chinese University of Hong Kong in 1983 and joined the Hong Kong civil service in the same year.

Mr. Tong assumed the post of the Hong Kong Commissioner for Economic and Trade Affairs, USA, the most senior representative of Hong Kong Special Administrative Region (HKSAR) Government in the U.S., in October 2008. As Commissioner, he directs the HKSAR Government’s efforts in promoting U.S.-Hong Kong economic and trade ties, and constituency-building activities in the U.S.. He also oversees the work of the three Hong Kong Economic and Trade Offices in Washington, D.C., New York and San Francisco.

Immediately prior to this appointment, he was Deputy Secretary for Home Affairs, responsible for policy formulation on development of social enterprise and youth, promotion of civic education and human rights, regulation of gambling, legal aid, religious and data privacy matters. He was also responsible for promoting Olympism and the organization of the Olympic and Paralympic Equestrian Events in Hong Kong in 2008.

Mr. Tong also worked in various Government departments, including the Food and Environmental Hygiene Department where he as Deputy Director-General oversaw the administration of 18,000 staff responsible for the provision of public environmental hygiene facilities and services across the territory; and in the New Airport Projects Coordination Office which was established specifically for overseeing the construction of Hong Kong International Airport commissioned in 1998. He also worked as then Deputy Secretary for Environment, responsible for policy formulation over sewage and waste management, promotion of environmental education, and energy efficiency.

Mr. Tong served as the First Secretary in the Hong Kong Economic and Trade Office in Washington, D.C. from 1991 to 1994; and was Director of Hong Kong Economic and Trade Office in Canada from 1997 to 2000, taking charge of HKSAR Government’s efforts in fostering bilateral ties between Hong Kong and Canada.
